XXX市政道路建设工程预算文件的编制
摘 要
在施工图设计阶段，按建设程序规定编制施工图预算，用以核实施工图阶段预算造价是否超过批复的初步设计概算，以实现建设项目“三控”原则。施工图预算是建设工程招投标的基准，是投保单位保证自身利益的共同基础，是办理结算的基本资料，因此必须保证施工图深度满足预算编制要求，也要确保图纸能完整或较为准确的反映项目实际情况，这样才能保证施工图预算在尽可能吻合实际的情况下，确保材料价与市场比较相符合，这样我们才能保证施工图预算不会突破概算。本工程工程量依据设计提供的施工图图纸，采用清单计价，执行国家《建设工程工程量清单计价规范》（GB50500-2013）并套用各专业综合定额，进行施工图预算编制工作。施工图预算文件包括：分部分项、措施项目、其他措施分部分项工程量清单综合单价分析表(一)等内容。综合单价分析是工程量清单计价的重要组成内容，它明细了完成每个单位分部分项工程所需投入的的人工费、材料费、施工机械使用费、企业管理费、利润并考虑一定范围内的风险费用，直接反映在清单综合单价中，是衡量和反映一个成熟的施工企业的技术能力、管理水平和风险管理的能力。
我们必须保证施工图预算的准确性，避免出现错项、漏项和工程量重复计算等问题，保证资金用在实处，避免国有资金不必要的流失，因为施工图预算是招标投标的基础数据资料，是后期施工单位办理竣工结算的基础数据来源。

Abstract

The construction drawing budget document includes: the partial breakdown, the measure item, the other measure partial breakdown engineering quantity list- comprehensive unit price analysis table and so on. Comprehensive unit price analysis is the important content in the engineering quantity list valuation, it details the completion of each unit of the branch sub item project the inputs required for labor costs, material costs, construction machinery and the use of fees, enterprise management fees, profits and consider a range of risk cost, directly reflected in the list of comprehensive unit price, is to measure and reflect the ability of a mature construction enterprise technology ability, management level and risk management.
We must guarantee the accuracy of the construction drawing budget, avoid wrong, leakage and quantities repeated calculation and other issues to ensure funds in real earnest, to avoid the loss of state-owned capital is not necessary, because the construction drawing budget is bidding on the basis of the data information is later construction units for the completion of settlement on the basis of the data source.
