配电网项目后评价工作研究及应用

项目后评价是指对已经完成的项目的规划目的、执行过程、效益、作用和影响所进行的系统的客观的分析。配电网项目后评价是配网工程项目周期最后一个环节,是项目管理不可缺少的重要手段,通过对项目全面的总结评价,汲取经验教训,改进和完善配网项目决策水平。
本文首先阐述电力企业投资项目的研究背景和研究意义,然后在系统介绍了配电网建设项目后评价的概念、原则、评价方法和依据的基础上,针对配电网项目的特点,全面系统地分析了配电网工程项目专项后评价的内容,构建了定量指标达到81%以上专项指标体系。接着,通过对镇海地区配电网工程项目的深入调研,本着客观、公正的评价原则,运用“前后对比法”、逻辑框架矩阵法和成功度法等,分析了配电网工程项目的过程后评价、功能效果、影晌、可持续性后评价,重点深入研究经济效益后评价,计算了配网项目经济效益评价的各项指标,运用AHP方法和Fuzzy法构建了配网工程项目投资的经济效益评价模型。最后综合五个专项后评价的评分情况,得出了镇海区配网建设、运营和管理情况良好的结论。根据镇海区配电网工程的实际数据验证该综合后评价指标体系有效性和合理性。通过本文的研究,以期促进配网项目管理的程序化、工作方法规范化,提高配电网建设项目的管理水平和投资效益。

Abstract
The post-project evaluation is the systemic and objective analysis of programming purpose, performance process, benefit, fonction and effective in a completed project. The post-project evaluation is the last part of the project period and an important indispensable means of the net work project management. Through a general summary  for the project we can learn lessons and experiences to improve and perfect the decision level.
This paper first describes the research background and research significance of the electric investment project. Then introduces systematically the theories and methods of post-evaluation in detail, and analyzes the Special post-evaluation of the distribution network on contents, and constructs index system including more than eighty-one percent quantitative index. Through the investigation into network engineering project in Zhenhai, according to the objective and equitable principle, using “the before-after contrast” method, the logic frame method and the success evaluation method, this paper analyzes the on-going-evaluationthe effect evaluationImpact evaluation and sustainable development evaluation of network distribution project, focuses on the economic benefits post-evaluation ,calculates its economic indicators. The AHP method and Fuzzy method are applied to an index model of network construction project. The paper tries to establish the indicator system for the post-evaluation, and puts forward a model of multiple hierarchy fuzzy comprehensive evaluation, lastly, considering five special post-evaluation scores ,the paper draws a good conclusion on the network engineering project in Zhenhai. According to the Zhenhai power engineering experimental data, the result verifies the effectiveness and rationality of comprehensive evaluation index system. The misplay of the evaluation of network construction will help standardize work methods and improve the project management level, investment efficiency of the project in network construction.
